read receipts

I would like to request read and delivery receipts for every email that I
send but when I go into tracking options the option that I need to select is
grayed out - my question is how do I get this so it is not grayed out

Hmmm...check and see what your default sending format is. Is it RTF?
HTML?

Keep in mind that those receipts are VERY unreliable outside of your local
Exchange environment - plus if you send more than 3 messages a day it'll
get annoying in a hurry having to deal with the dozens of receipts that
will clog your mailbox all day.

What version of Outlook are you using?

If it's greyed out, are you sure it's not being enforced by Group
Policy?
