Read Receipts and Sent Items, Read receipts sent in spite of setting to the contrary

I have configured Outlook to not send read receipt responses however when I
select a group of emails and mark them as READ or if I select an email
folder and mark it as "Mark All as READ" a read receipt is sent anyway. I
will be very grateful if someone can tell me how to turn this off (even if
it requires VBA).

Also, read receipts do not show up in sent items. Is there some way to make
them show up in the sent items folder.

These two features together are somewhat of a security issue as they allow
someone to send you junk, if you happen to filter such emails as junk and
put them into a junk folder (just in case of a false positive) and mark
groups of these emails as READ after you review them, senders of such junk
emails will be notified if they include a read receipt request to Outlook
users.
