Read Receipt missing To: field?

I received a Read Receipt that did not have a Sent: field. I thought that all
read receipts have To, Subject, and Sent. Am I mistaken on this?

The "To:" should be in the body of the Read receipt. If the "To:" is blank,
you may have addressed the email to "Blind Carbon Copy" without a "To:".
 
Actually, the To is there, the Subject is there (but blank) and the To is
missing altogether. The subject of the Read Receipt does have the Subject
that should be in the Subject in the body, I guess it is just a fluke?
