How can I make powerpoint read only?

Is there a way than I can disable printing and saving?

You can set the attributes as read only. Right click on the file, click on
properties. Then, check "Read-Only". Click OK.

Read only is very weak protection and can be easily removed. See:

Please note that a determined person can always print a slide, if only as a
screen shot. The only true protection is to not allow that person to see your
presentation.
