"Read Only" trouble

Most of the folders on my computer have the "Read Only" attribute turned on.
I don't know how they all got that way. When I try to change it it seems
like it works. But when I look at it a second time the "Read Only" option is
still turned on. But, I can still delete/modify the folders. Now, I have
had trouble putting some of these folder on a jump drive and trying to
use/modify/delete them on different computers. It gives me an error telling
me that access is denied and it won't let me change the "Read Only" attribute
to 'off'. Is it a virus or just a weird bug? Any suggestions would be great.

This "seems" to have always existed in XP. It's a good thing that XP does not
use the "Read-only" attribute of the Folders, so we can "safely" ignore it.
 
So if I understand you correctly, the "Read Only" attribute is always "tuned
on" but doesn't really do anything, so we can ignore it?
 
So, the trouble I was having at other computer (which are on a university
campus) was probably because on the school network I don't have rights to
change the attributes of a file/folder. It all makes sense now. Thanks for
the help
