read only problem

I've installed a win 2003 server on a 2000 server machine.I've installed a
clean installation.I've not upgraded. server has got two partition c and d.
I've installed 2003 server to c. after the installation all folders in c and
d are read only. I unclick read-only from the folders properties.
automatically it comes back read only. I need help.

The Read-only attribute for a folder is typically ignored by Windows.
