Read File Permissions Question

Is there a way that a person at his computer at a XP workstation grant
read permissions to a file WITHOUT the ability to print that file.?

How about at the Network Server using Windows 2000? Can the
administrator allow users to read without the ability to print what
they could read?

No to both. If you can read a file into a program such as Notepad you can
print it whenever you wish.

Sure, deny the user(s) to print from the security tab of the printer(s).
