Hello. I am installing a new HDD. Can I do a fresh
install onto a new disk with a WXP Pro upgrade cd?

Hi Thomas,

Yes, you can. During the installation, it will ask you to
insert your old Windows Operating System CD to verify.

You will need to have a qualifying Win98/Me/2000 CD to
insert if you are using an upgrade version of XP to clean install.

OEM restore disks will usually not fulfill the qualifying requirement.
If the restore disk has a i386 folder, it will usually work.

Yes. You will need proof of purchase of the previous 'qualifying
product'. This may be a 'proper' retail CD of the previous system (98;
ME; NT4; Win2000), which you show to Setup when it asks where Windows
is. But if you only have a restore one (without for example the Win98
folder of cabs on a win98 one) it will not be recognised and you have to
start by restoring that and running the XP CD from it. Enter Install,
change Upgrade to New install, then when asked where to put the system,
hit ESC, delete the old partition and make a new one, to be formatted
next. By that time the check will have been made
..
