Re-installed XP Pro - admin accounts now blocked

10 days ago I performed a repair installation of XP Pro after upgrading the
motherboard. That left a few unresolved issues, detailed in another thread,
which deteriorated to the point that I attempted another repair installation
last night, complete with a BIOS upgrade. This has generated new issues.

(1) When I try to install SP2 or any other software -- whether from my own
admin account (MF) or from the admin account installed by Windows -- I get
the message 'You do not have permission to update Windows XP. Please contact
your administrator.' I've tried the 'run as' option to log on as an admin
without success. Yet both 'MF' and the generic admin account are listed as
'administrators' in the Computer Management tool.

(2) I cannot run any Office applications, although I can see them on the
hard drive. This had not been a problem with the previous repair
installation.

(3) Perhaps linked to (2), I can neither run the pre-existing Internet
connection nor create a new one. In the shortcut's properties, the target is
greyed out. In 'new connection' the options to install various types of
connection (I need PPPOE) are also greyed out. This had not been an issue
with the previous repair.

Thanks in advance for any suggestions.

I have seen this before when an account, like the administrators, was
accidently deleted and a new admin account created. Looking at the other
thread I see a suggestion to delete an account after copying files to a new
one. That can cause problem if it was the admin account. Did these
problems you now describe start after this was done?

try using the XP system restore tool. Bring up the restore point history
and pick a restore point where you think the admin account last worked.

Hello,
I would start by checking group policy to make sure the administrators
accounts have the correct user rights.
Run MMC.
Select Add-remove Snap-in
Choose Group Policy
choose ok
and OK again
Drill Down under group policy to:
Local Computer Policy
Computer configuration
Windows Settings
Security Settings
Local Policies
User Rights Assignments.
Minimally to install an SP administrators need these rights
Backup Files and Directories
Restore Files and Directories
Manage auditing and security log
Take ownership of files or other objects
Debug programs (only required for Hot-patching)

Thanks,
Darrell Gorter[MSFT]
