Re-install XP Lost User Accounts / Program access

I re-installed windows over existing windows. Still in the process of
getting web updates etc.
However my user accounts no longer access the files that existed before.
The files and the programs are still on the HD.
How do I add them to the profiles?

You should be more specific. What files and programs? Any error
messages? Without knowing more see if it's a permissions issue.

From the start menu, all programs I no longer have on the menus the
availability of Word, Excell, Outlook etc etc etc. When I look at the C
drive the program folders exist.
They are not on the 'menu' anymore to select and run.

Seems you didn't do a repair, you did a parallel install. Now there are
two installations. All the programs will have to be reinstalled if you
want to use the new installation.
