Re-installing a pre-installed XP system

I recently had to re install XP from a CD that came with the computer.

After reinstalling all shared accounts had disapeared. With nothing in the
add/remove program section in control panel.

However In the C:/ drive under documents and settings all the user profiles
remained and were accessible.

When trying to access the installed programs we are met with no sign of
program try reinstalling program.

The new user account cannot also access these programs. Yet the volume in
the C:/ drive remains at 23 gigabytes.

How can we get the new users to point to the C:/ drive and access these
programs?

I think I need to point the new user account after re-installing to the C:/
drive but how?

Any help is greatfully accepted.

You will need to reinstall the said programs to restore all the registry
entries. All you have are the leftover files, and not a program
installation.
