My laptop has died. Can I re-install the XP Home edition on that dead
computer on another pc?

Probably not. You can do it with retail copies, but not with OEM
copies, and almost certainly, your laptop came with a copy, and that's
OEM.

The biggest disadvantage of an OEM version is that its license ties it
permanently to the first computer it's installed on. It can never
legally be moved to another computer, sold, or given away (except with
the original computer).

You can try
If it is an OEM version of an actual XP CD it usually is tied to the Laptop
it came with, most likely BIOS locked to that Laptop
If it is Just a Recovery Set of XP plus programs and drivers it cannot be
installed on anything else

If it is a Retail version of XP it can be reinstalled on another computer
