Re-Install Operating System

I bought a new laptop and do reinstall XPHome few times
now i found that my C drive using around 9g of space now
I would like to format the whole system then install a
fresh operating system please help because i'm a beginner

Why not just use the restore disks to return the system to the original
shipped state? You can then learn about your system before trying to change
it.
Most laptops have proprietary hardware and software and requires more
experience working with computers to successfully clean install the OS.
