This is a large spreadsheet with about a dozen tabs, so I
was trying to avoid that option, especially now that the
same user has the same issue with another of her files.

Since it seems you concur that the spreadsheet file is
corrupted, I will take this as my next step.

Actually I was just recommending a Test.

Access likes "rectangular regions" with data.

I have seen many weird things with Excel and Access.

1. No hidden columns
2. No formulas. (not sure on that one.)
3. Sometimes extra columns are imported (blanks.)
4. Sometimes extra blank rows are imported.

Copy paste special as Data (or whatever)
eliminates all these problems.

So - does the Test work?
