After dissecting our current website we've decided it's best to "just start
over". I have FrontPage XP. Can I start a new website using the same
program, and if so, how can I eventually have our current address linked to
it?

The web site name on your computer can be totally different than the old one.
You can name the new one rumplestiltskin and when you publish it you can publish it to
www.aliceinwonderland.com

However, it would be best if you delete the old version from the server just before you
publish the new one

Yes. Once you're done, just publish to the same http: address you've been
using. You can make multiple sites in Frontpage, there's not real limit.
