after logging in as admin user, only the blue screen
appear while no icons are shown. I can see all the
desktop icons if i boot in safe mode. Then i will shut
down / restart the pc and all the icons show normal
again. But after another restart or shut down, no icons
appear again. What are the problems ?

I had a similar problem and fixed it by booting from the W2k CD and
repairing the installation. Make sure you re-apply service packs etc when
you do the repair as files previously replaced by a service pack will be
replaced by the repair.
