re-arranging icons on the desktop

I am trying to re-arrange icons on my desktop by dradding and dropping them
witht he mouse, but the moment I release the mouse button the icon jumps
back to its original place.
How Do I sorthis out?

Right click in empty desktop, take Arrange Icons, uncheck 'Autoarrange'

And I would take 'Align to grid' to make placing them easy

Right-click on an empty area of the desktop, left-click "Arrange
Icons" and uncheck "Auto Arrange".

Similar problem - it was working, then I changed the display settings to a
higher resolution, now I can't arrange them. The Auto Arrange is unchecked,
and always has been, I have checked and rechecked align to grid. I even put
the resolution back to where it was before, and that didn't work either. Any
more suggestions?
