Re-anabling IUSR account

Am getting this message in the Event log:

"IISADMIN service found that account IUSR_MYPC is disabled. Some IIS
functions can fail for this reason."

I think I may have disabled the IUSR account in the past following
some security tip.

Should I re-enable it. If so how do I do it as I can't recall what I
did to disable it?

Start>run and type

lusrmgr.msc

select "Users" in the left-hand pane, then double-click IUSR_MYPC. Uncheck
"Account is disabled".

I am not running a web server. Unless one of my user applications
needs to run a web server to function properly.

Should I just disable IIS or should I remove it entirely? And how do
I do either.
