I cannot connect to a new XP SP2 with all the patches until after I login
once locally.

If I just turn on the PC or send WOL comands to PC comes up OK but RDP/VNC
connections are refused.

After I login with a domain or local account I can connect just fine even
after a logout.

Any ideas?

How long did you wait? Try waiting for 5 minutes.

What happens if you remove check from "Allow the computer to turn off this
device to save power" in NIC properties "Power Management".

Turns out in my testing I tired UltraVNC first and then RDC. If VNC failed
RDC would fail too.

If I use RDC first it worked.

I updated to UltraVNC 1.01 and its working now.
