Is there any way to disable the background using
Microsoft Remote Desktop Web Connection Client - Just as
you can when using the client program?

You can disable the desktop wallpaper for all clients using a Group Policy. On the host, run
'gpedit.msc' from the command line and look at "Local Computer Policy ->
Administrative Templates -> Windows Components -> Terminal Services" for the policy to "Enforce
Removal of Remote Desktop Wallpaper"....

Personally I configure all of my XP Pro boxes to not display the wallpaper while in an RD session...
