This is a direct quote from the Windows Vista "get Ready" page as of posting

OK, so I've been getting RC1-related questions a lot, both via blog comments
and directly over email: Will Microsoft open testing sign-ups again when RC1
is released?

Yes.

Will the Customer Preview Program be available for those who missed out on
Beta 2 to sign up and get RC1?

Yes.

If I participated in Beta 2 by downloading a PID and the build, will I be
able to participate in RC1 automatically?

Yes.

I know you're excited. So am I -- and I'm using a newer build (5505) !
More news when it's available.

Of course it will open. Vista CPP is a sales tool the same as those little
snack samples in your super market or much more apt and analagous those
incessant AOL CDs that used to show up in mail boxes all over the planet and
you saw littered in yards and streets.

Nick and his "really rock" ethos (everyone at Redmond was made to sign a
contract that "really rock" would be used in every sentence they blog on
Vista or they would receive a 30% cut in salary the next fiscal year)
refuses to answer why they won't make bug access public, why they have a
closed door to CPP for bug information on Connect, and why they deprive CPP
of their chats and Live Meetings and instead of improving the learning curve
help perpetuate ignorance of Vista.

The MSFT way seems to be to promote ignorance. MSDN and Technet to this
minute do not have any articles on key features and many that are there
insults your intelligence.
