Is there any way I can raw write data to a cd. I've tried
using other programs (like nero) that have built in
features to do this but for some reason they won't actually
write to my drive. I can write just fine using the built in
drag n drop method in file explorer but it's formatting the
files when I do that instead of transferring the raw data.
Any help would be much appreciated.

I'm not sure what you mean by 'raw data'. But presuming it means an
image of the entire content of the CD, usually an .iso file, you can't
do it with the inbuilt burning. Another program to try for that is
ISOrecorder from
http://isorecorder.alexfeinman.com/isorecorder.htm

But if Nero will not do the burn (Recorder menu - Burn Image; expects a
different extension that you change), there may be a problem with the
hardware

Your terminology is very confusing, to the point of being unreadable.

1. What do you mean by "raw write data to a cd?"

2. Windows native tools have no ability to perform "...formatting the
files...". Windows native tools provide zero ability to format
anything on a CDR(W). Formatting a CDR(W) is a function of a third
party UDF packet-writing file system.

3. Windows does not provide a "drag n drop method in file explorer."
To do that, refer to third party information in #2 above.

What, exactly, are you trying to do? More information is needed here.
