I'm not sure what you have running there but it looks like it's a legitimate
program from this description. You might NEED it for your network
connectivity as it manages your modem connections.

Stop/disable the Remote Access Auto Connection Manager service. Click
Start/Run and type Services.msc to manage the Services.
