Can anyone tell me what rasautou.exe does, why it attempts to connect to the
internet and how to stop it?

I've been told it has something to do with windows update, I turned
automatic update off and it still tries to dial up.

It is a Windows/System32 file, called Remote Auto Dialer.

Go to below website, click "D" and scroll down to Dialup -
