Quick Launch Toolbar Will Not Stay Open after Restart

My Quick Launch Toolbar will not stay open after restarting my computer.
After checking the "Show Quick Launch" setting on the taskbar properties
page, it remains unchecked after restarting my computer. I have to rtecheck
it every time I restart my computer in order to see the Quick Launch toolbar
again. Any ideas?

This may be due to NoSaveSettings registry key set to 1 or corrupt structrects key.
