Quicklaunch Toolbar won't remain on taskbar after restart

Windows Xp home, the quick launch toolbar won't remain on the taskbar after
a restart. Every time the computer is restarted I have to manually right
click and re-add it to the taskbar. Any Ideas?

Select the Quick Launch toolbar, then go back and click on
"Lock the Toolbar".
