I've separated my quick launch toolbar and moved it up to the top
of the screen. I use the auto-hide and Always on Top settings on
both toolbars to recover screen space. I also run LauchMate, a
highly configurable third party toolbar, on the right side of the
screen.
The Quicklaunch toolbar always forgets to be on top, and I end up
having to move apps out of the way to access it. This happens to
neither of the other bars, although I have a minor problem with
the taskbar obscuring its own popup tooltip bubbles, as when
trying to display the date on mouseover the clock.
If I jog the always on top setting, it will work for a while, but
then it's quickly forgotten again.
I'm using XP Home on a strong eMachines desktop, with a dual head
Matrox 650 card running two monitors. AIR, I had this problem on
my last box also, which was a good unit put together by a shop,
also running XP Home.
