(Quick Launch) Toolbar: Cannot create toolbar for "

Dear listers:
When I try to bring up the Quick Launch Toolbar by right-
clicking the bottom toolbar, selecting Toolbars then Quick
Launch, instead of the Quick Launch Toolbar I get the
following error message: Cannot create toolbar for "
Does anyone know how to fix this? The MS knowledge base
does not seem to have an answer.

You should be able to get that from your ERD and full backup that you have
on hand.

To attempt rebuild the Quick Launch Toolbar, because someone has deleted the
QuickLaunch Folder
