Quick Launch and Desktop Toolbar errors

I seem to be having the same problem as many others with trying to get to Quick Launch and Desktop toolbars to display. As with others, attempting to enable either of these produces the error "Cannot create toolbar." I have been through all of the other posts and used all of the utilities that were recommended yet none of them seem to solve this. Does anyone have advice as to what I should do to correct this? Thanks a lot! Also...I use XP Professional.
 
I, as well, am having the same problem with the Quick Launch. Thought maybe I messed up something when I was trying to eliminate those annoying 'pop up' windows. I get the "Cannot create toolbar" message, too, when I try to create the quick launch. Any help would be appreciated!
