Of course, this is all moot because:

"Note: The .NET Framework SDK 1.1 cannot be installed on 64-bit
computers; Windows Millennium Edition and Microsoft Windows NT® 4.0
are not supported"

..NET Framework works fine on Millennium. The SDK is something
different.
