Questions about downloading files

Something has obviously recently changed on my system because I now get a
warning message that I have to view before I can open any files that have
been downloaded from the internet or that I've received through email. It has
the file with the choices of opening the file or canelling it. When I click
on open it does nothing until I click on 'what's this' which is in the lower
section of this download file. It says "While files from the internet can be
useful. some files can potentially harm your computer. If you do not trust
this source, do not open this file. Then is has a link to 'What's the risk?"
I have to click on this link before it will allow me to open the file. For
some reason I now have to do this with each file I try to open regardless of
where it came from.
I've never had to do this before and don't know why I have to do it now. I
did purchase and install the Microsoft's program PLUS! SuperPack. Could this
be the cause of this? How do I fix this problem?
If anyone can help me with this I'd appreciate the help.

Thanks! How do I get to this setting? I just went to 'my computer' and
clicked on the Security setting but didn't see it in there.

You should see a check box in the message displayed on the screen when you
try to open one of the attachments.
 
Sorry it has taken me so long to respond to thank you for you help. I've been
unable to access these newsgroups for some reason. I just kept getting the
list of newsgroups on the left but a message tellling me the page was
unavaliable and to try again later. This went on for days. This is the first
time I've been able to access these newsgroups since the 13th and today is
the 18th. I don't have any idea what happened. I did try to write to
Microsoft for help with this problem but there seems to be trouble getting
help from them. I did go to 'internet options' this morning and on the
security tab I clicked to go back to the default settings so I don't know it
the settings had anything to do with this problem or not. I don't see how
because I hadn't changed them. Anyway, thanks for that info about the box
that was checked. I had noticed that on my own one time and did uncheck it. I
appreciate the help anyway and sorry I couldn't get back to this sonner.
