My computer had frozen, and I couldn't turn it off via
windows, so i had to manually turn it off. When I
restarted it, it said that <windows root>\system32
\ntoskrnl.exe was either missing and corrupted, and that
it needed to be reinstalled in order for windows to start
up. How do I go about getting that in order for me to
start up my computer?

Boot the XP CD to the recovery console (command line window)
and run "sfc scannow"
