Question on Windows Shutdown

I recently inherited a fairly old Dell XPS D300 computer from a friend. As I
shutdown this PC, the screen prompts me with the message "It's safe to turn
off the computer". I must physically press the on/off button to shut down
this system.

Is there anyway (bios setting, etc) to make this PC turn off without having
to do this?
