If we have 2 scopes in one DHCP server and this server is
connected to Two subnets by Two network Cards I need to
know if we can make sure that the clients in Subnet 1 will
take the IP addresses from scope 1 exactly and the same
manner for subnet 2.

Please give the best solution with less administrative
tasks

It will do it by default. No solution or tasks necessary.

If a scope exists and there is no subnet assoicated with that scope, DHCP
will not give out an address for that scope. You can experiment and test it
by creating a scope that is not on either subnet.
