question marks displayed in txt files

I have copied *.txt files containing greek characters from one PC with
windows2000 to another with windows2000 and when I open the files
question marks are displayed instead of the greek text.
I have the same problem in Outlook Express. Some email subject lines
turn into somthing like "?????? ?? ??" (only the greek chars in them).

I have english windows2000 and installed greek keyboard and regional
settings= Greece.
Did I do something wrong during the installation of windows2000 on the
target PC?

You might want to make sure you have installed all the code pages you can. Go to Start | Settings | Control Panel | double-click Regional Options | General | Advanced... | Code page conversion tables | select (check) all. Do this with the Windows 2000 CD-ROM in the drive.
