Question about registry

I was wandering if anyone new how to disable Downloads
through the registry remotely.

For example I cought someone downloading and would like to
make it so they cannot without having to go to there
system and have them know.

Any clues on how I can do this.

If the real problem is that you don't want them installing software, the
wouldn't changing their userid to the Restricted Users group do that?

If you just don't want them to download, block them using an IP or MAC
filter at the router going to the Internet (or, if the opposite has a
smaller node count, block all and define the few that do have Internet
access).
