Question about MSI's and MSP's.

We have two scenarios with patches.

First is a clean machine. We install with the PATCH= command line
parameter and it works fine.

Second is a machine with the base app installed. We install with the
PATCH= command line and nothing happens. If we install with the
REINSTALL=ALL and REINSTALLMODE=vomus then it works.

So, with the new command line, we go back to the first configuration,
and nothing happens.

How do we get a single command line that will allow a patch to install
that will work on both a machine with the base app and without?
