Question about how to set file and permissions

I am trying to setup an excel file where I can allow users to input data to a
form that I created. I want them to be able to input data and save it, but I
do not want them to have the ability to delete anything on it. I am having
problems trying to setup the permissions on the file/folder. Is this
possible to do in Excel? I would appreciate any feedback. Thank you in
advance.
 
I don't think you can do anything with OS Permissions but you could lock all
cells except the input cells then protect the worksheet with a password.

Note that Excel's internal security is weak and a determined user could crack
any password.

But would work to prevent inadvertant deleting.
