question about dhcp server

I have recently seen some error messages on PCs in our network about
duplciate IP addresses.

this shouldnt be possible since we use DHCP, and it is always an IP address
in the range set aside for DHCP that has this error.

someone told me they thought there was a way to tell the DHCP server to ping
the IP address BEFORE it is give out.

anybody familiar with this?

one more question, not important really, just strange thing that I saw.
I fixed the problem by giving the PC in question a static IP, but I had a
windows 98 PC that was grabbing an IP address via DHCP, IP address was
correct, but the subnet was wrong?

subnet it had was 255.0.0.0, which is incorrect. How in the world could it
get the static IP from DHCP but have the wrong subnet?

I checked network settings, everything was set to acquire from dhcp.

I gave it a static IP so the problem is resolved, just curious as to how
this could happen.
