Quantum Fireball IDE Hard Drive not recognized with standard XP driver

I am trying to add an old drive from a previous computer
to a new Compaq running XP home as a slave drive. When I
go to XP Computer Management UI, Choose Device Manager,
then choose the drive, which is a Quantum Fireball LCT
15, the drive shows as recognized and "working
Properly". The problem is that the drive is not showing
up with a drive letter, so when I try to access it,
nothing happens. It does not show up in explore. I go
to Properties for this drive, choose volume, and it is
not populated. Even once I have populated it, the drive
shows in the window, but does not have a volume name, and
I cannot add it. The Properties button at this point
does not work either.
 
Right click on My Computer and select Manage.

On the following screen, select Disk Management. It should now show up on
the right hand side of the screen.

Right click on the drive and select Assign Drive Letter.
