Now I maybe wrong but I always though QOS had something to do with VOIP.
Telephony over the internet. What exactly is the QOS for and should I have
it installed? I always uninstall it. If I should install it how do I set it
and what's it for?

Quality of Service. It's primarily for streaming video but back when
it was needed, broadband wasn't so prevalent. It's best to remove it.
