.qic files

I did a back up many years ago on an old laptop. I would
like to open the CD file which is defined as .qic but my
operating system Windows XP Professional does not
recognize it.
Do I need to download a software for this action?

Unfortunately, that format is not recognized by XP or even NT or 2000
backup. You need to use the backup program you used to create the file to
open that file. You likely created it in a previous Windows 9x operating
system, you would have to use the backup from in that system to open the
file, copy the contents you need and move them to the XP system.
