Q831167 Installation - Extreme Slowness opening IE

We installed the q831167 patch and now IE is running very
slowly when first opened. Win2k Pro and Win2k Server.
When you first open IE it stays for like 10 seconds with
nothing but a white background, and then the page
eventually displays. If you leave this original window
open, subsequent new IE windows don't have the problem.
If you close the initial IE window, wait a few minutes
then go back into IE, it does it again. Any ideas?

I am having the same problem.

Now is there any way to unistall this patch now it is installed?
