q824145 doesn't recognize version of IE

When I tried to install Q824145, the popup tells me I need to install IE6 sp1 first but I do have it.
 
Q824145 is the Nov-03 Cumulative Security Update for IE. The error is
stating that you have a later cumulative patch which includes the fixes in
Q824145 so you don't need them.

Best to rely on Windows Update for patches your machine should have rather
than picking & choosing ones you think it needs.
