My copy of Outlook 2000 is having the exact problem
described in Q275186, where it returns the following
error:

"The messaging interface has returned an unknown error.
If the problem persists, restart Outlook."

The article goes on to say:
A supported fix is now available from Microsoft, but it
is only intended to correct the problem that is described
in this article. Apply it only to computers that are
experiencing this specific problem. This fix may receive
additional testing. Therefore, if you are not severely
affected by this problem, Microsoft recommends that you
wait for the next Office 2000 Service Release that
contains this fix.

To resolve this problem immediately, contact Microsoft
Product Support Services to obtain the fix. For a
complete list of Microsoft Product Support Services phone
numbers and information about support costs, visit the
following Microsoft Web site:

An hour of struggling with the MS (non)support site has
failed to get me to the point of requesting this fix.
Anyone know how I can get this without driving over to
Redmond and knocking on doors? I'm an MCSE, so I can
probably handle the arduous process of installing the fix
without hours of handholding from Microsoft.

You need to pick up the phone and call Product Support Services. Cite the KB
article and ask for the hotfix.
