Q: Are display video-resolution settings user-specific

In XP pro, are video-settings for screen resolution user specific?
I find it annoying as a user during testing when I need to change my
resolution that all desktop icons are zapped over the the left size.
For testing purposes, if I create another "test" userid with a different
resolution, that won't change my main userid Display video resolution
settings??

No, it applies to the system, not users.

The desktop arrangement of icons is user specific; if you change the
screen resolution as one user and the icons move, then change it back
then no, it will not effect the desktop icons for another user unless
they have logged in with the different screen resolution.

As Steve has told you, natively the resolution applies to all users.
However, you can use MVP Doug Knox's "Keep User Display Settings"
utility:
