Put back the IncreaseIndent Tab function in outline numbering

Microsoft Word used to use the TAB key to IncreaseIndent and Shift+Tab to
DecreaseIndent in outlined numbered lists. Why is this not still in Word?

It is. Assuming you're complaining of its absence in Word 2002 or 2003, go
to the AutoFormat As You Type tab of Tools | AutoCorrect Options and check
the box for "Set left- and first-indent with tabs and backspaces."
