PublishWeb.. grayed out?

MS Frontpage 2002 SP3

Why is the command on the pull down menu, file>PublishWeb.. grayed out?

I am a complete noobie at this. Thanks in advance for any suggestions.

The Publish web command will be grayed out unless you have a web open to
be published.
Use File->Open Web to open a web site. Then you can edit the pages in
the web, and finally Publish the web.
