folder properties grayed out

Hello I am running frontpage extensions on my linux server. The
options in the client for uploading and allowing executing scripts are
grayed out. Does anyone know how to fix this in the client or server.
I would like to upload files through a form. Is this a security hole?

The file upload feature only works on Windows servers running the FP 2002
server extensions.
