publishing icon not functioning on my front page, why?

all my servers are set up correctly and want to publish my fp pages onto the
web but the icon, which was functioning before, is not operative. why and
how can this be fixed? thanks
 
Make sure you have a web open, File > Open web ( Open Site in FP 2003 ) and not just a page.
